National Soverginty
I think our constitution should have a National Soverginty clause that explicitly states that every nation in the region the Dirty South is sovergin, and can pass their own internal laws, and that the Assembly shall not pass any law that infringes upon that soverginty and only has jurisdiction to pass laws that cross national borders.

Most definitely. That is what the World Assembly is for, essentially. National governments within The Dirty South must have complete sovereignty in domestic matters.

I like this idea, but, correct me if I am wrong, would this not make our region a Confederacy of sorts? If so that would leave our Regional Government virtually powerless... Plus, this would not give much of an incentive for the regions nations to actively participate in the Regional Government because they would know that either way it would not effect them.
I love the idea of individual sovereignty but, in a practical sense it's not very effective. If we ensure sovereignty for each nation but also include that major legislature and certain aspects of Regional issues be made a mandatory region wide thing.

pretty much every region in NS that is well organized and well run has a national sov clause.
the reason why it works, is because no one wants to just log on to their NS nation, decide a premade issue that repeats after a while and then log off, they want interaction.
also the forum has RPs, and games, and the military, all of which are things that can legislated, not to mention regional matters such as international sports leagues we can set up, the regional map, and other regional unifying things.
believe me, the General Assembly will still have alot of debates and alot to do, even with National Soverginty clause, because almost everything with in a region crosses over national boarders.

Exactly. Case in point, the World Assembly. There is plenty of legislation put forth within that Assembly. Granted, alot of it strips national sovereignty, but in the overall spirit of the body, the majority of the legislation is completely in regard to 'international' issues.

because in some respects you are correct, but i think across the NS world, most people just have the mentality that they want to run their own nation free from the combursome laws of a regional assembly.

i was going to add a standard bill of rights to the rough draft and see how people liked it.

May I offer one caveat; don't make things too guaranteed. There is one special Troll who frequents NS and has be banned from at least 18 regions that I know of, who likes to hide behind freedoms and due process. His thing is stalking girls and he has driven many from the game.

well, i would hope any judge we employ would understand the restrictions on free speech, and not to mention i am sure stalking or unwanted contact will not be tolerated in this region, atleast not whilst i am around.

This region is a safe-haven for ideas of all sorts, although nothing hateful. Stalking and harrassment fall under hateful ideas / comments, and they are not allowed in this region.
If you read our regional information in the Info section, you will see these ideas expressed rather clearly.

Unfortunately, these people will think "This doesn't apply to me" and will be in full denial that their actions are in violation of any rule or law. They will use any and every available means, the Constitution, Legal Code and the Court System to justify and give legality to their behavior. Believe me, been there.

A law that may conflict
I didn't know where to put this, but this seemed the best place. I have a law in my nation that may conflict with others. The harshest sentence outside of the death penalty(for treason) is exile from the country. Now, I don't wish to make this seem as if I am sending someone into your lands to make them your problem, I hope you can tell me if this is a conflict with you or not.

Well seeing as you have national soverginty you can do what you like with your nation.
now if you expel people it is up to the other nations if they are willing to take on 'refugees' if you will, it is also the persons decision on where they want to live next.
so you are free to do what you want, and other nations, and that individual is free to do what they want.

National sovereignty, brother. I don't necessarily think it is our place to dictate your terms of punishment for criminals in your nation.
