Citizenship
Here is an idea that i have been tossing around in my head.
what about the notion of citizenship?
we would make it so in order to be a citizen and have a seat in the assembly, you would have to be registered for the forums, and fill out a short application the assembly constructs.
everyone who either posts, and or votes in the constitutional convention would automatically be garenteed citizenship as long as they had a nation in the region.
everyone else who wasnt a citizen would be considered a civilian, they would have rights, but would not weild a seat on the assembly or be able to stand for elections to the executive or be a justice.

I completely endorse that notion. I believe that those who put forth an obvious effort toward participating in the region should be rewarded with a seat in the legislature, and the ability to run for office. I do believe, however, that TDS should be an open-border region and 'civilians' should have voting rights when it comes to WA resolutions / Constitutional Convention.

Yes, every nation registered on the forums will have equal opportunity to determine the content of this Constitution.

Standard practice for Citizenship in NS Regional communities is that an individual needs a nation in the region to apply for Citizenship and must maintain that nation in the region. This can be verified my regional census's being held periodically, usually before an election.

yea, i could imagine that would be standard practice, however i would push in the General Assembly that each nation has to fill out a form, along with having a nation that resides in the region.
the form i would imagine would be rather short, just asking whats the name of the nation they have residing here, do they have any puppets, what other regions have they belonged to in the game, and then a simple background check, for security purposes would be done, and then they would be granted citizenship.
also a note, to just bring up, if you vote, and or have one post in the CC, then you would automatically become a citizen upon the passage of the constitution.

I would be hard pressed to remember 8 years of puppets in the game. Probably well over 300 at least.

I would concur with the idea of any Sovereign nation residing in The Dirty South who registers on the Forum be allowed to join the Assembly. An application form would be a good idea as well.

That seems logical.
If a someone wants to have more power with the region (eg. having office)
then having this short application process seem great.

Well, just by posting in the Constitutional Convention and taking part in the formation of our government will grant automatic citizenship.
